Stuart R. Young

Stuart Richard Young first served as a Minister in the Ministry of the Attorney General and Legal Affairs. Since then Young has served in several Ministerial capacities- as Minister of State in the Office of the Prime Minister before being confirmed as Minister in the Office of the Prime Minister, as Minister of Communications and Minister of National Security. On April 19, 2021 he was appointed Minister of Energy and Energy Industries in addition to his duties as Minister in the Office of the Prime Minister.

​Jaqueline Terrel Taquiri is a Policy Advisor, Tax and Extractive Industries with the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF). She works for the IGF-OECD BEPS in Mining Program. She manages IGF activities with Latin American member countries. Prior to joining the IGF, Jaqueline worked for several years for the private sector. She was a lawyer associate at a leading tax law firm in Peru, and also worked in the Business Tax Advisory Team of Ernst & Young Peru. Jaqueline holds a Master of Laws (LL.M.) in Mineral Law and Policy at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP), University of Dundee and was awarded a Rio Tinto Plc scholarship. She also holds a specialisation in tax law from the Pontifical University Catholic of Peru. Jaqueline speaks English and Spanish and is based in Scotland.

Sasha Ian Addo

Mr. Sasha Ian Addo is the Managing Director of L&S Surveying Services, the largest company of its kind in Trinidad and Tobago and the English-speaking Caribbean. Mr. Addo possesses an EMBA from the Arthur Lok Jack Graduate School of Business, a BSc in Surveying and Land Information, and a TTLS surveying licence. At land-related conferences in Trinidad and Tobago and Jamaica, Mr. Addo has presented papers on topics related to advanced remote sensing technologies with specific applications in the Caribbean. Mr. Addo is a former member of the Land Survey Board of Trinidad and Tobago and a current member of the American Chamber of Commerce, Chamber of Commerce of Trinidad and Tobago and the Energy Chamber of Trinidad and Tobago.

Julian Smallshaw
Julian Smallshaw

Richard Julian Smallshaw, head of education and standards at the Institute of Quarrying, has worked in the extractives industry all his life. After graduating from the University of Leeds Mining Department with a BSc in Quarrying he focused on operational management. He ran a range of mineral extractives operations throughout the UK but more recently managed multi-million tonne operations in the Middle East. Later, he joined the Institute of Quarrying working closely with stakeholders and educational institutions to develop and run a range a qualifications and training for the industry. He is a fellow of the Institute of Quarrying and a fellow of the Higher Education Academy in the UK. He also holds a Postgrad diploma in education and an OFQUAL industry expert (The UK Government Office of Qualifications and Examinations Regulation).
