Malini Maharaj
Ms. Malini Maharaj is currently an assistant lecturer in the Department of Economics at the University of the West Indies, St Augustine, where she has taught for the past 16 years. She has also lectured at the school of Business and Computer Sciences (SBCS) as well as COSTAATT.
Apart from teaching, Ms. Maharaj has also been involved in research on projects involving governance, poverty, and the environment, while consulting with local and foreign institutions such as the Environmental Management Authority, the Inter-American Development Bank (IDB), the International Budget Partnership, the World Bank and the United Nations. Her area of specialisation is sustainable development.
A National Scholarship awardee, Malini is a graduate of St. Joseph’s Convent San Fernando, and Robert Village Hindu School in Tableland. She is currently completing a doctorate in Economics.
Kerry Peters
Kerry Peters is the founder and CEO of Yellow House Media, a content agency that uses research, data and strategic content to help large and midsize organisations drive growth in revenue, organic traffic, leads, brand awareness, customer loyalty, and thought leadership.
With a background in journalism and 17 years in publishing, much of Kerry’s work lives at the intersection of media and marketing. Long-term professional interests include public sector content and research about the evolution of work and the psychology of selling.
His commercial clients include the Energy Chamber, Republic Bank, and InvesTT Trinidad and Tobago. He has also consulted with the Ministry of Agriculture, the Unit Trust Corporation and Development Finance.
Stuart R. Young
Stuart Richard Young first served as a Minister in the Ministry of the Attorney General and Legal Affairs. Since then Young has served in several Ministerial capacities- as Minister of State in the Office of the Prime Minister before being confirmed as Minister in the Office of the Prime Minister, as Minister of Communications and Minister of National Security. On April 19, 2021 he was appointed Minister of Energy and Energy Industries in addition to his duties as Minister in the Office of the Prime Minister.
Jaqueline Terrel Taquiri
Jaqueline Terrel Taquiri is a Policy Advisor, Tax and Extractive Industries with the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF). She works for the IGF-OECD BEPS in Mining Program. She manages IGF activities with Latin American member countries. Prior to joining the IGF, Jaqueline worked for several years for the private sector. She was a lawyer associate at a leading tax law firm in Peru, and also worked in the Business Tax Advisory Team of Ernst & Young Peru. Jaqueline holds a Master of Laws (LL.M.) in Mineral Law and Policy at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP), University of Dundee and was awarded a Rio Tinto Plc scholarship. She also holds a specialisation in tax law from the Pontifical University Catholic of Peru. Jaqueline speaks English and Spanish and is based in Scotland.
Sasha Ian Addo
Mr. Sasha Ian Addo is the Managing Director of L&S Surveying Services, the largest company of its kind in Trinidad and Tobago and the English-speaking Caribbean. Mr. Addo possesses an EMBA from the Arthur Lok Jack Graduate School of Business, a BSc in Surveying and Land Information, and a TTLS surveying licence. At land-related conferences in Trinidad and Tobago and Jamaica, Mr. Addo has presented papers on topics related to advanced remote sensing technologies with specific applications in the Caribbean. Mr. Addo is a former member of the Land Survey Board of Trinidad and Tobago and a current member of the American Chamber of Commerce, Chamber of Commerce of Trinidad and Tobago and the Energy Chamber of Trinidad and Tobago.
Julian Smallshaw
Richard Julian Smallshaw, head of education and standards at the Institute of Quarrying, has worked in the extractives industry all his life. After graduating from the University of Leeds Mining Department with a BSc in Quarrying he focused on operational management. He ran a range of mineral extractives operations throughout the UK but more recently managed multi-million tonne operations in the Middle East. Later, he joined the Institute of Quarrying working closely with stakeholders and educational institutions to develop and run a range a qualifications and training for the industry. He is a fellow of the Institute of Quarrying and a fellow of the Higher Education Academy in the UK. He also holds a Postgrad diploma in education and an OFQUAL industry expert (The UK Government Office of Qualifications and Examinations Regulation).
Anthony Elgey
Anthony Elgey is education and skills project manager at the Institute of Quarrying. With over 20 years of experience in the quarrying, extractive and mining industry, he has always strived to raise the quality of training and education within the sector. Passionate about all aspects of employee education and development, Anthony has developed and delivered product and skills-specific training packages for some of the biggest quarrying and construction material suppliers in the world, written specific vocational qualifications for the quarrying and mining sector.
Michael Barron
I am an acknowledged international expert on beneficial ownership transparency (BOT). I have delivered BOT projects in Azerbaijan, China, Ethiopia, Ghana, Mongolia, Nigeria, Senegal, South Africa, Trinidad & Tobago and the UK as well as engaging on BOT issues in Armenia, France, Georgia, Germany, Kenya, Ukraine and the USA. This has included delivering projects for EITI and Open Ownership. I have undertaken peer reviews of Open Ownership papers and acted as an expert witness for a public enquiry in Canada. I am also an expert consultant to the EU AML/CFT Global Facility, the Council of Europe Economic Crime and Cooperation Division, and a member of the B20 Integrity and Compliance Taskforce
Based on this experience, I am a co-founder of the BO6 framework for the design and implementation of beneficial ownership reporting processes.
I bring more than 25 years’ experience much of it in the energy and natural resources sectors. I am former member of the UK EITI MSG. I have extensive experience of engaging with governments, private companies, state-owned enterprises and civil society organizations. I worked for more than 12 years as a government relations manager for the FTSE 100 oil and gas company, BG Group (British Gas) including postings in Cairo, Muscat, Bangkok and on the Gaza Marine project team as well as leading on transparency issues and the relationship with EITI.

Lee Robins
Service Manager for Intelligence & Enforcement, Chartered Manager and career civil servant with over 30 years’ experience in Companies House. In January 2016 Lee worked on the People with Significant Control (PSC) legislation, setting up and leading the Companies House compliance efforts. In 2018 he was heavily involved in the UK’s successful FATF assessment and in 2019-20 he led the Companies House elements of the 5MLD transposition concerning discrepancy reporting. In his current role he is now working hard to prepare for the challenges that will come from the biggest changes that Companies House has seen since 1844.
Dr Carlton Roberts
Holder of a PhD degree in Plant Science from the University of the West Indies where he lectures in Caribbean Island Ecology, And Biodiversity Conservation. He recently provided technical oversight on a rehabilitation of abandoned quarry sites project in northeast Trinidad under the Integrated Land Water and Ecosystems Management (IWeco) program. He is currently involved with a sustainable livelihoods initiative with some participants of the quarry rehabilitation project. Dr Roberts worked forty years in the field of Forestry and retired as the Deputy Conservator of Forests.
Mr Arnott Jones
Mr. Arnott Jones is an Environmental Programme Officer II, at the EMA within the Certificate of Environmental Clearance (CEC) Unit. His academic background includes a bachelor’s degree in Geography from UWI, Mona, and a Master’s degree in Urban and Regional Planning from UWI, St. Augustine. Arnott additionally possesses postgraduate training in Coastal Processes and Methodological Criteria for Beach Recovery from the Institute of Marine Science (ICIMAR) Cuba, Project Management Certification from the Galilee International Management Institute, and training in Economic Evaluation of Ecosystem Services from the UN - Global Environment Facility (GEF).
Dr Oral Burns Rainford
Dr. Rainford is a mining, minerals, energy, education and sustainable development professional with over twenty seven (27) years’ experience in Jamaica’s minerals, mining, energy and education sectors. He has amassed extensive experience in infusing sustainable development into the minerals and energy sectors, policy and programme development, mining operations and industry monitoring, planning, transforming policy to legislation, research, government procurement, project management, sector promotion, and developing training opportunities for the minerals sector, particularly the Industrial Minerals Sector, and adult education.
